Local Personal Financial Statement Filers

To complete and/or print a PFS for the purpose of filing with a filing authority other than the Commission on a paper form, use any of the following options below to fill out Form PFS-LOCAL to file with the other filing authority.

Use E-Form PFS-LOCAL for editing with Adobe Reader or Acrobat and print a paper copy to file. This IS NOT used for filing the PFS electronically. This is only used to prepare and print a copy to file in a paper format. Read here for How-To-Use E-Forms. Click the appropriate year below:

• Period Covered: January 1, 2024 through December 31, 2024 (Form PFS-LOCAL 2025)
• Period Covered: January 1, 2023 through December 31, 2023 (Form PFS-LOCAL 2024)
• Period Covered: January 1, 2022 through December 31, 2022 (Form PFS-LOCAL 2023)

Print Form PFS-LOCAL and fill out the paper copy:

• Period Covered: January 1, 2024 through December 31, 2024 (Form PFS-LOCAL 2025)
• Period Covered: January 1, 2023 through December 31, 2023 (Form PFS-LOCAL 2024)
• Period Covered: January 1, 2022 through December 31, 2022 (Form PFS-LOCAL 2023)

The Form PFS Instruction Guide is intended for completing the PFS on a paper form. Select the instruction guide for the year that your report covers:

• Period Covered: January 1, 2024 through December 31, 2024 (Form PFS Instruction Guide 2025)
• Period Covered: January 1, 2023 through December 31, 2023 (Form PFS Instruction Guide 2024)
• Period Covered: January 1, 2022 through December 31, 2022 (Form PFS Instruction Guide 2023)

To correct a PFS on paper for the purpose of filing with a filing authority other than the Commission (such as a county, municipality, or other governmental body), you must submit a completed Corrected Financial Statement and Good-Faith Affidavit with the corrected PFS. Please note that you must ensure that the corrected PFS is in the proper format required by the local filing authority.

• E-Form: Corrected Financial Statement and Good-Faith Affidavit
• Paper Form: Corrected Financial Statement and Good-Faith Affidavit

Trustee Statement (for reporting Blind Trusts)

• Certain county judicial officials
  • Statutory county court judges
  • Statutory probate court judges
  • Candidates for these offices
• Counties with population of 100K+
  • County judge
  • County commissioner
  • County attorney
  • Candidates for these offices
• Counties with population of 125K+
  • Justices of the Peace
• Counties with population of 125K+ and commissioners court requires filing
  • Other county officials and candidates
• ISDs: Members of their Board of trustees must file if:
  • The board adopts resolution to require filing
  • Commissioner of Education may also require filing in some circumstances
• Municipal officers and candidates with population of 100K+
• Directors of sports and community venue districts if county pop 3.3 mil+

Note: The Commission does not have jurisdiction over these filers.

If you are filing a PFS with a local filing authority, you must ensure that the PFS is in the proper format required by the local filing authority.

Local Filers will NOT file their PFS reports with the TEC.
