Helpful Information for Filing a Speaker Report

Speaker candidate(s)/officeholder of the house must file electronically with the Texas Ethics Commission. You are a filer type SPK.

If you can’t login to your account because you forgot your password, you can click Forgot Password? at the login screen to reset your password.

If you already have a Filer ID and will be filing electronically, use the LOGIN link above to access your account.

If you qualify to file paper reports, remember EACH REPORT must be accompanied by the proper exemption affidavit. Speaker reports can only be filed electronically.

How do I obtain a Filer ID?

If you are a new Speaker candidate, you need to file both a Speaker Declaration and a Form Security-CF in order to obtain your eight-digit Filer ID number and gain access to the TEC’s electronic filing application to file your reports. Speaker candidates are assigned separate Filer IDs, so fill out a separate Form Security for each profile. You will then be assigned an eight-digit Filer ID number, sometimes called an account number, like 00049300. See the Legislative Caucus’ Forms and Instructions below for these forms.

  5. Termination of Speaker Candidacy:
    • Send a written statement of termination on the candidate’s letterhead to the Executive Director of the Texas Ethics Commission

    • Receive automatic termination on the date a new speaker is elected for the legislative session
